how do their momenta compare after releasing the air?

Answer:

In activity 8 balloon rocket which is relevant to the third law of motion.

The momenta are the same in magnitude.

This activity explains how balloon rocket works and how momentum is conserved in the system.  The balloon and the air inside it are stationary so the total momentum of  the system is zero. since no external force acting on it, but only air inside the balloon comes out which pushes the balloon rocket, the total momentum of the system is conserved.
